Zoning Compliance and Urban Development - Part II Manhattan Salvador Rozenberg 3.75 hr

Mix and MatchCourse Objectives A basic review of the origin, implementation, and enforcement of NYC zoning regulations. The class covers the zoning issues facing each community, zoning maps; land use regulations; definition of F.A.R., building envelope; building accessories; sprinkler requirements, real estate taxes, historic preservation, green building technology and property egress for safety. This course is recommended for real estate brokers, engineers, bankers, developers, investors, building department expeditors and appraisers. 7.5 hours, no exam required. ZCAUD Course Outline: 1- Introduction of New York State and City Zoning Code Compliance 2- Basic review of the New York City Building Codes 3- Determine the feasibility, researching and evaluation of a development for construction. 4- Understaninding the concepts of preparing a development plan for the client or investors. 5- How to interact with an Architect or Engineer to develop a preliminary construction plan to determine the estimated cost of the construction project for review by a financial institution or investors 6- Understanding Zoning Broad Approval and Bureau of Standards Appeals (BSA) approval process. Determine community benefits. 7- Understanding the basic community real estate taxes concerns such as tax incentives, abatements, empowerment zones, deferred real estate taxes with infrastructure improvement by the developer's and payment in lieu of taxes (PILOT) programs. Salvador Rozenberg, EMBA, R.P.A. Instructor's Profile Salvador is an independent consultant/owners representative providing his clients with construction and real estate project services for all business related functions involving real estate construction, development and management. Salvador participates with senior management, building owners, owner representatives, and client project managers on all phases of exterior and interior renovations and restoration projects. Salvador and his team prepares project business plans, solicits proposals for bidding from contractors, prepares construction contracts, monitor the project scheduling and budgets. Prior construction and real estate assignments includes being a Project Manager on behalf of various real estate companies and syndication firms for commercial, residential and retail portfolios in Florida and New York (the tri-state vicinity). An Asset Manager for the Federal Deposit Insurance Corporation ("FDIC"), Resolution Trust Corporation eastern division, a Senior Real Estate Manager with the State of New York, Metropolitan Transportation Authority for Metro-North Railroad and Bridges & Tunnels (a/k/a T.B.T.A) and a Project Manager for the City of New York, Department of General Services, Facilities Department. Projects: Renovations: 2 Broadway, Battery Parking Garage and Bronxville Train Station. Restorations: 231 W. 39th Street, 50 Orchard Street and 433 W. Broadway. New Developments: Highbridge Train Yard, River Plaza Shopping Center at W. 225th Street, NYPD parking lot and 222 E. 41st Street. Salvador is a Part-time Adjunct Professor with the City University of New York ("CUNY") providing periodic instruction in construction, landlord-tenant law and property management. In addition, a Part-time Instructor at New York Real Estate Institute providing instruction for the Construction Project Management and Property Management certificate courses. Salvador achieved his Executive Master of Business Administration degree at the University of New Haven, a Bachelor of Business Administration degree from Pace University, Certificate of Interior Design from New York School of Interior Design, Certificate in Commercial Property Management from New York University and Certificate in Real Estate from Baruch College. In addition, Salvador holds a designation as a Real Property Administrator (R.P.A.) from the Building Owners and Managers Institute, Washington, D.C., is a charter member of the Construction Financial Management Association ("CFMA") and licensed by Connecticut and New York State as a Real Estate Broker. Licensed in New York State as Real Estate Instructor and Notary Public.
