This course is designed to meet the 15 hours required by the Appraiser Qualifications Board for Qualifying Education for General Certified Appraisers. It includes 2 hour final exam.
This course, focuses on the mandatory fair housing issues real estate appraisers must understand in order to know what conduct violates anti-discrimination laws in order  to avoid potential liability and comply with Fair Housing and Fair Lending Requirements. The course will cover federal, state, and local anti-discrimination laws, problems that can occur from fair housing violations, and your responsibility to treat all clients fairly and equally under the law. The course enables students to describe the evolution of civil rights laws, identify examples of  discrimination, explain federal Fair Housing laws and practices, define elements of the Americans with Disabilities Act,  identify implications of violating fair housing mandates, describe the elements of New York State and local laws related to fair housing.
The course will also cover the responsibility of appraisers as it relates to the environmental laws and regulations affecting real estate, such as the Resource Conservation and Recovery Act (RCRA), National Environmental Policy Act (NEPA), Clean Water Act (CWA), Rivers and Harbors Act of 1899 (RHA), Coastal Zone Management Act, Clean Air Act (CAA) Toxic Substances Control Act (TSCA), Solid Waste Disposal Act of 1965, Asbestos Hazardous Emergency Response Act (AHERA), Federal Insecticide, Fungicide & Rodenticide Act (FIFRA), Hazardous Material Transportation Act (HMTA,) Occupational Safety (OSHA), Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) as well as the  EPA powers over air, soil and water contamination; significant cases such as  U.S. v. Maryland Bank & Trust Co.
Also covered are the issues raised by indoor/outdoor air quality and water pollutants, septic systems, termites, asbestos, lead paint, Radon, Poly-Chlorinated Biphenyls (PCB's), underground storage tanks and electro-magnetic fields.   In addition the risks and issues raised by wetlands and flood plains, riparian rights, soil erosion,  water table flowage, easements and storm water regulation are also examined.
At the conclusion of the course the appraiser should be able to recognize potential environmental issues and hazards, understand how the various environmental laws apply to the subject  property, the role of Phase I, II, III and IV environmental reporting and testing,  the impact of environmental issues on value, understand the issues around remediation and compliance as well as the issues of compensation and liability and their impact on value.

Jeffrey Beal, CSA-G has more than 30 years of experience in multiple phases of the real estate industry and has been a licensed Certified General Appraiser since 1992. He has consulted and testified as an expert in local, state and federal cases in all types of matters related to a wide variety of real property or interests in same were there is an issue of valuation, loss in value or of damages. 

He is a NYS Department of Transportation approved appraiser, as well as being a New York State approved real estate appraisal, real estate instructor and trainee supervisor. He is also certified by the Appraisal Foundation to teach the National Uniform Standards of Professional Appraisal Practice nationwide. 

He is an practicing Small Claims Assessment Review Hearing Officer and also on the New York State Court System Part 36 list as an approved appraiser. In addition he is a Regional Advisor to the Department of State.

He is a practicing affiliate member of the Appraisal Institute,a past President of the New York Condemnation Conference and a member of the Real Estate Board of New York.
